There is hereby established a Traffic Commission consisting of the Chairman of the Street and Alley Committee, the Chief of Police and two members appointed by the Mayor, with the approval of Council. The members shall serve for a term of four years each or until their successors are duly appointed and qualified. Vacancies shall be filled for the unexpired term of the member whose place has become vacant, in the same manner as the original appointments. Members shall serve without compensation.
