§ 91.21 BLOCKING OR OBSTRUCTING CITY WALKS, STREETS OR ALLEYS BY TRASH BARRELS.
   It shall be unlawful to block or obstruct city walks, streets or alleys by trash barrels. All containers for refuse shall be located and maintained on private property.
