It shall be the duty of the owner, occupant or agent to clean the same and haul away all rubbish, filth, debris or other accumulation, at his or her expense, and the Street Superintendent or any other officer of said city shall notify such owner, occupant or agent to clean such property within five days after service of such notice, then the said owner, occupant or agent shall be deemed guilty of creating and maintaining a nuisance.
