After submittal, the site plan shall be reviewed for compliance with the Town’s regulations. The review procedure may be applied in a flexible manner to allow for creative designs, varying development concepts, locations and innovative response to requirements. In addition to compliance with the Town’s regulations, the Zoning Administrator may consider the following criteria and principles of development:
A.   The proposed development complies with all provisions of this Ordinance and all other ordinances, master plans, General Plans, goals, objectives and standards of the Town.
B.   The proposed site plan promotes a desirable relationship of structures to one another, to open spaces, and to topography both on the site and in the surrounding neighborhood.
