1.5.6 RULES; REGULATIONS; RECORDS; MEETINGS 
A.   The Board shall make and publish rules and regulations to govern its proceedings and to provide for its meetings.
B.   All meetings of the Board shall be at the call of the Chairperson and at such other times as the Board may determine. Except for executive sessions authorized by law, all meetings shall be open to the public.
C.   The minutes and records of all Board proceedings shall be kept and filed as public records in the office of the Town Clerk. Minutes of each meeting shall contain a record of the number of votes cast for and against each item requiring a vote. Each member present shall not abstain from voting on an item unless he or she has declared a conflict of interest.
