§ 31.23 TOWN ENGINEER.
   The Town Engineer shall be a registered engineer and shall approve all plans, which shall be submitted by a licensed engineer, for town streets, drainage, sewers and waterworks under the jurisdiction of the town and shall perform such duties as may be required by law and such other duties as the Council may deem necessary.
