(A) It is unlawful for any transient merchant to make exclusive use of any location on any street, alley, sidewalk or right-of-way for the purpose of selling, delivering or exhibiting goods or merchandise.
(B) It is unlawful for any transient merchant to operate in a congested area where the operation may impede or inconvenience the public use of the street, alley, sidewalk or right-of-way.
