It is unlawful for any owner or operator to operate a park and swap operation within the limits of the town without first having obtained a license as provided in this chapter.
(A) Park and swap operations shall comply with all zoning and building code requirements.
(B) Park and swap operations shall be licensed only upon approval by Council.
(C) Park and swap operations shall be licensed only upon a showing that adequate sanitary facilities will be available during the hours of operation of the swap meet. A park and swap license may be revoked upon a showing that the operator has failed to provide adequate sanitary facilities to meet health and safety standards.
