With the exception of legally constituted peace officers and security officers employed by concessionaires and directly responsible to the concessionaire while in the performance of their duties, no person shall possess any firearm, air or gas operated weapon, or bow and arrow within the boundaries of the parks and recreation areas with the mechanism loaded or in such a condition that it is capable of immediately injuring or killing any person or animal, or damaging or destroying any public or private property.
