The rules and regulations of this chapter are made for the benefit of town water and wastewater customers and for the protection of the water supply system, wastewater system, recharge system, the town, and the environment. Enforcement shall in no case be willfully ignored by any town official, employee or agent. When a strict enforcement of any rule could result in a gross injustice on a consumer of water or discharger of wastewater, the Public Works Director may, in his or her discretion and with the agreement of the Town Manager, order a suspension of the rule as to that particular case.
