For any violation of this chapter, or for any nonpayment of water and/or sewer charges for either domestic, commercial, sprinkling or other purposes, the Department has the right to turn off such service after providing notice to the customer that the service will be turned off on a specific date and the name of the person at the town with whom the customer may discuss the violation and present grounds for why the service should not be terminated. After it has been turned off, the service shall not be turned on until all back charges are paid, together with the payment of all fees, expenses and the applicable deposit paid, if required. Disconnected sewer service lines may be plugged by the town at its option.
