Except as provided in §§ 117.04 and 117.08, to the fullest extent allowable by law, the operation of a cultivation location at which the licensee cultivates marijuana, processes marijuana, and manufactures marijuana products, but from which marijuana and marijuana products may not be transferred or sold to consumers, is prohibited in the town.
