It is unlawful and a public nuisance for any person in control to fail to remove any rubbish, trash, garbage, weeds, or other accumulation of filth or debris that consititutes a health hazard or safety hazard, unless said rubbish, trash, garbage, weeds, or other accumulation of filth or debris is kept in covered authorized private receptacles.
