(A) The purpose of this title is to promote the health, safety and welfare of the citizens of the town by providing for the removal of rubbish, trash, weeds, filth, debris, and dilapidated buildings; by defining, prohibiting and setting forth the procedures to abate public nuisances pursuant to the police powers of the town and to ensure public health, safety and welfare insofar as they are affected by public nuisances; and protect neighborhoods from blight by setting minimum requirements applicable to building exteriors and real property.
(B) This title shall apply to all buildings, structures and lands within the town without regard to the use, occupancy, or the date of acquisition, construction, improvement or alteration of such building, structure or land.
