(A) The animal control officer shall:
(1) Enforce the provisions of this chapter and the regulations promulgated hereunder.
(2) Issue citations for violations of this chapter and the regulations promulgated hereunder. The procedure for the issuance of notices to appear shall be as provided for peace officers in A.R.S. § 13-3903, except that the animal control officer shall not make an arrest before issuing the notice.
(B) Citations issued for violations of this chapter shall comply with the non-verification and certification requirements set forth in A.R.S. § 13-3899.
(C) The animal control officer is a member of the Police Department and, where applicable, shall function in accordance with Police Department policies and procedures.
