§ 51.100 MAINTENANCE AND REPAIR; CONSUMER TO PAY FOR DAMAGES.
   The Department shall maintain and repair all meters when rendered unserviceable through normal use and shall renew them if necessary. Where replacements, repairs or adjustments of any meter are determined necessary by the act, neglect or carelessness of the owner or occupant of any premises, and this shall include any damage to meters due to hot water, breaking meter seals, tampering with working parts of the meter and the like, any expense caused to the Department thereby shall be charged against and collected from the owner of the premises or person supplied. The Department may refuse to furnish water through the service until all charges are paid in full.
