Unless otherwise provided in the license, licensee shall provide channel capacity for a minimum of 1 educational access channel dedicated for use by all schools in the town (as defined in this chapter), Arizona State University, Northern Arizona University, and the Yavapai County Community College. The management and operation of the educational access channels shall be the responsibility of the town.
