Except as provided in this chapter, it is unlawful to construct or maintain within the town any privy, vault, septic tank, cesspool, or other facility intended or used for the disposal of sewage, except a private sewage disposal system constructed and maintained according to standards prescribed by the town or appropriate county agency.
