All water and/or sewer service and water meters and all materials supplied by the Department in the installation or repair of any meter and all materials supplied in the installation of any service connection with town water and/or sewer mains shall remain at all times the property of the Department and shall be maintained, repaired and renewed by the Department when rendered unserviceable through normal use. Where replacements, repairs to pipes, meters or other materials are rendered necessary by the acts, negligence or carelessness of the customer or any member of his or her family, guest or person in his or her employ, any expenses caused to the Department for the repair shall be charged against and collected from the customer. The Department may refuse to furnish water through the service until the account is paid in full.
