In addition to the posting of such bond, as provided for in Section 15.24.030, a fee of five dollars shall be paid by such applicant for such permit, with an additional fee of three dollars for each day over one estimated for such moving, and in case the applicant fails to move the building, structure or object with the time estimated by him in his application and paid for at the time of making such application, he shall be liable at the rate of five dollars per day, or fraction thereof, for any additional time used by him in completing such moving.
