Any applicant for a permit shall present and file with the city clerk, as a part of his application, a penal bond in the sum of one thousand dollars, conditioned for the payment to the city of any penalties, fines or forfeitures that may become due to the city under the provisions of this chapter from such applicant for such moving, and for the further payment to any other person or persons of any sum or sums of money that may become due to them as damages not exceeding the amount of such bond, by reason of such moving upon the streets of Chinook.
