15.04.070   Water and sewer service—Regulations.
   A.   Excavations are regulated by Chapter 11.08 of this code.
   B.   Sewers. Every building except as herein provided shall have an independent connection with the sanitary sewer.
   Sewers Extended to Other Buildings. No conductor, soil, waste or drain pipe from one building shall connect to a similar pipe from another, except where one is in the rear of another, and no sewer is available for the rear building. In such case, the sewer from the front may be extended to the rear and the whole considered as one sewer.
   Private Sewers, Cesspools, Septic Tanks and Privy Vaults. No building, lot or premises shall be connected with a private sewer without the consent of the county sanitarian. Where there are no sewers available the plumbing fixtures and sewage from all buildings must connect to a cesspool and septic tank. Plans and specifications must be submitted and

Plans and specifications must be submitted and approved by the county sanitarian and a permit granted before the work of construction is commenced. Cesspools, septic tanks or privy vaults will not be permitted on any property within two hundred feet of a sanitary sewer. Where they are permitted, they must be cleaned before the first day of June each year or more often if required by the health department.
   C.   Property Owners' Liability. Every property owner having plumbing installed is equally responsible with the plumbing contractor or plumber in having material installed and labor performed in accordance with and in strict compliance with the foregoing rules and regulations.
   D.   Plumbing and Drainage. All work of plumbing and drainage shall be performed by journeyman plumbers, duly licensed hereunder as such, and under the supervision of an employing or master plumber, duly licensed and bonded as provided in this chapter and who is registered with the Montana Plumbing Board. A change in the plumbing and drainage system shall be governed by the same rules as new work.
   E.   Heating Apparatus. All heating appliances and conductors must be installed in accordance with and as approved by the "American Society of Heating and Ventilating Engineers" and all gas and vapor gas installations must be in accordance with Chapter 15.08.
   F.   Water Services or Connections. All water services or connections shall be installed or repaired in accordance with rules and regulations of the city water department.
