No application for master plumbing license shall be accepted by the city clerk or acted upon by the city council unless the license fee of fifteen dollars shall accompany such application. No application for journeyman plumber's license shall be accepted by the city clerk or acted upon by the city council unless the license fee of ten dollars shall accompany such application. Each license issued shall be for one year from the date of issue. Licenses shall be renewed annually as of the first of January of each year.
