Where no special hazard exists that requires lower speed for compliance with Section 10.16.010, the speed of any vehicle not in excess of the limits specified in Section 10.16.030, which limits are identical with state law, or the limits authorized by Section 10.16.040, is lawful, but any speed in excess of the limits specified in Section 10.16.030 or established as hereinafter authorized in Section 10.16.040 is unlawful.
