10.16.040   Speed limits set—Alteration procedure.
   A.      Whenever the municipality determines, upon the basis of an engineering and traffic investigation, that any speed provided in Section 10.16.030 is greater or less than is reasonable or safe under the conditions found to exist upon a street, the municipality may determine and declare a reasonable and safe speed limit thereat which, when appropriate signs giving notice thereof are erected, shall be effective at all times during hours of daylight or darkness or at such other times as may be determined for such streets or parts of streets.
   B. No alteration of any state speed limits declared by the municipality shall be effective unless such alteration is authorized by Section 32-2146 of the Montana Revised Codes. Such delared speed limit may be specifically indicated in this title, but a failure to include the speed limits in this title shall not affect the validity of such limits.
