It shall be unlawful for any person to damage, displace or to otherwise interfere with garbage containers or his or her contents except the owner or on permission or at the request of the owner. This section will not apply if the containers are found by a village investigation to be a public nuisance under the provisions of § 95.01 of the Village Code of Ordinances.
