§ 50.20 BASIS FOR CONSERVATION MEASURES.

   The following provisions shall be considered as the basis for conservation measures:

   (A)   The severity of the drought;

   (B)   The extent that the public water system is not supplying the demand of the service area; and

   (C)   The availability of potable water.
