§ 154.082 WATER AND SEWER SYSTEMS.
   (A)   Preliminary plat subdivision. The preliminary subdivision plat must be accompanied by satisfactory evidence as to the proposed method and system of water supply and sanitary sewage collection and disposal. The installation of all the systems (except for individual systems, wells and septic tanks) shall be required prior to final plat approval unless otherwise permitted pursuant to § 154.044.
   (B)   Public systems.
      (1)   Public water systems. Plans and specifications for a new public water supply system (refer to the definition of PUBLIC WATER SYSTEM in § 154.005 of this chapter) shall be prepared by an engineer licensed to practice in North Carolina and shall be approved by the Division of Health Services of the North Carolina Department of Human Resources prior to construction of the system. When the proposed system is to be connected to an existing system, approval of the project must also be obtained from the owner of the existing system prior to construction, and the system shall be constructed according to the specifications and standards of the existing system. A letter of approval of the system plans and specifications from the North Carolina Department of Human Resources shall be submitted with the preliminary plat. When applicable, a letter of approval from the owner of the existing system to which an inter-connection is proposed shall also be submitted with the preliminary plat.
      (2)   Public sewer systems. Plans and specifications for a new public sewer system specifications for a new public sewer system of expansion of an existing public sewer system (refer to the definition of PUBLIC SEWER SYSTEM in § 154.005 of this chapter) shall be prepared by an engineer licensed to practice in North Carolina and shall be approved by the North Carolina Department of Environment, Health and Natural Resources prior to construction of the system. When the proposed system is to be connected to an existing system, approval of the project must also be obtained from the owner of the existing system prior to construction, and the system shall be constructed according to the specifications and standards of the existing system. A letter of approval of the system plans and specifications from the North Carolina Department of Environment, Health and Natural Resources shall be submitted with the preliminary plat. When applicable, a letter of approval from the owner of the existing system to which an inter-connection is proposed shall be submitted with the preliminary plat.
   (C)   Individual systems. Where public water and/or sewer is not available for each lot in the subdivision, the developer shall provide certification that the installed or proposed individual system in each lot fully meets the requirements of the Rutherford County Health Department. In the alternative, the developer shall certify on the final plat that the subdivider will meet all requirements of § 154.044(B)(4) of the chapter if prior approval of the Rutherford County Health Department is not sought or received as to each lot.
   (D)   Fire hydrants. Where a water line 6 inches or greater in diameter is required in a public system, and the system has been designed and approved by the Division of Health Services of the North Carolina Department of Human Resources to provide fire protection, fire hydrants shall be installed on the line. The hydrants shall be spaced so that coverage to all buildings sites along the line may be provided with not more than 500 feet of hose, and shall be located to facilitate access, hose laying and drainage.
   (E)   Water lines.
      (1)   All contractors must be approved by the Village Council, which approval shall not be unreasonably withheld.
      (2)   The size and material of water lines to be installed will be determined by the Mayor, Village Clerk, and Consulting Engineer.
      (3)   The subdivider will be responsible for all costs of water pipe, fittings, fire hydrants, installation and inspection. All fittings and fire hydrants must be approved by the village for installation. Where a water line 6 inches or greater in diameter is required in a public system, and the system has been designed and approved by the Division of Health Services of the North Carolina Department of Human Resources to provide fire protection, fire hydrants shall be installed on the line. The hydrants shall be spaced so that coverage to all building sites along the line may be provided with not more than 500 feet of hose, and shall be located to facilitate access, hose laying and drainage. The developer or his or her contractor shall contact the Fire Chief so that he or she may inspect fire hydrants during and after installation.
      (4)   If the water system is to be connected to the village water system, then when all water line installation has been completed and water connection fees paid, the Village's Water Department or its designee will make the water connections and set water meters on each of the building lots.
      (5)   Main water line to be installed 16 feet from center of the road or 5 feet from the edge of pavement, or the other distances approved by the village and shall include a connector line to serve each building lot, extending across the road where needed, prior to paving the road.
      (6)   The contractor will be responsible for material and workmanship for a period of 12 months from the date accepted by the village.
      (7)   Water lines will not be extended until permits for the extensions have been obtained in order to comply with state law.
      (8)   No work shall be covered up before being inspected by the village's representative.
      (9)   Minimum cover on water lines shall be 36 inches or as otherwise required by the village.
      (10)   Compaction shall be approved by the village's representative.
