A permit shall be issued by the Zoning Administrator upon proper application and upon finding that the proposed sign satisfies the requirements set forth in this chapter. New sign construction shall not commence until a permit is issued. The sign must be erected and completed within 90 days of the date the permit was issued or the sign permit shall become null and void.
