This chapter is adopted to regulate and control signs and advertising devices and their illumination, in order to enhance the health, safety, visual communication, and the visual environment of the community. This chapter is intended to benefit the general community by protecting property values, promoting tourism, protecting the public health, safety, and welfare, and by preserving the character and integrity of the community.
