After receipt of the land disturbance permit application, accompanying application fee, blueprint or sketch of the proposed construction, and written proposals of procedures to be followed, the Zoning Administrator shall review same within 15 business days. If the application and written proposal are deemed sufficient, reasonable and adequate to control sedimentation and/or erosion problems, and prevent damage to proximate property owners, the Zoning Administrator shall issue the land disturbance permit.
