§ 150.01 PERMITS REQUIRED.
   (A)    A completed written permit application and at least 1 copy (or per Zoning Administrator's request up to 6 copies) shall be submitted to the Zoning Administrator at least 30 days prior to a regularly scheduled Planning Board meeting.
   (B)   Any application not containing all required information shall be returned to the applicant for correction and re-submission.
   (C)   The Zoning Administrator shall recommend to the Planning Board either approval, approval with conditions or disapproval. In making their recommendations, the Zoning Administrator may include any appropriate conditions they deem should be placed on issuing the permit.
   (D)   The Planning Board will be presented with the permit application at its next regularly scheduled meeting after receiving the Zoning Administrator's recommendation.
   (E)   The Planning Board shall take formal action to approve, approve with conditions or disapprove the permit application within 60 days. If the action is to disapprove the permit application, the reasons for the action shall be stated in the minutes. If the Board fails to act within the specified time period, the application shall be considered approved or disapproved as recommended by the Zoning Administrator.
   (F)   The Planning Board recommendation shall, within 60 days, be presented to the Village Council for their review and final determination. The Village Council has the final decision on any required permits issued by the village other than those that are administratively issued. The Village Council has up to 60 days to have any public hearings as may be required and approve, approve with conditions or disapprove of any permits.
   (G)   All permits issued by Chimney Rock Village, whether administrative by the Zoning Administrator or by a vote of the Village Council, are considered in effect for up to 12 months. Any permit not acted upon and put into use will be considered terminated at that time and a new application will be required. The process as applied for that particular permit application will then be followed.
   (H)   If there are reasonable circumstances, as determined by the Zoning Administrator, and there are no substantive changes in a permit application, there may be granted by the Zoning Administrator a one-time 180 day extension to utilize a permit issued by the village, whether issued by Council or by the Zoning Administrator. Should this permit not be used by the end of this one-time extension, it shall terminate and the application process will begin again with the submission of a new application and shall follow all such procedures and pay required fees as apply to the specific permit being requested.
