Outdoor events shall mean concerts, festivals, races, walks, triathlons, circuses, carnivals, shows, exhibitions and similar outdoor events, whether operated totally outdoors, or on stage, under tents or with the use of temporary buildings or structures, to which the public are invited as participants or spectators. Outdoor events shall not be permitted to locate in the village except as provided in this subchapter.
