§ 130.20 UNNECESSARY AND PERSISTENT NOISE.
   It shall be unlawful for any person to make, create or assist in creating, permit, continue or permit the continuance of loud, raucous or disturbing noise, which term shall mean any sound which, because of its volume, intensity, audibility, duration or character, annoys, disturbs, injures or endangers the comfort, health, enjoyment of life or property, peace, quietude or good order or the safety of reasonable persons of ordinary sensibilities within the village. It is the policy of the village that the residents and visitors have a right to and should be ensured an environment free from excessive noise that may jeopardize their health, welfare, safety or degrade the quality of life.
