The Building Official, the County Health Director, the Fire Chief, the Fire Marshal, the Police Chief, and the Tax Assessor-Collector, or other city official shall have the power to enter at reasonable times upon any private or public property for the purpose of inspecting and investigating conditions relating to the enforcement of this chapter and for the maintenance of the utilities.
