When, upon review of the application and prior city council approval for the individal mobile home or mobile home park, the city official is satisfied that the proposed plans meet the requirements of this chapter and other applicable ordinances, and after a complete set of sepias have been returned reflecting all changes requested by any city official and after all applicable fees have been deposited with the city secretary, a permit shall be issued.
