Any person desiring to develop, construct, and operate a mobile home or travel trailer park or alter or expand an existing mobile home or travel trailer park must file a written application with the City Council. The application must show that the mobile home or travel trailer park will comply with all the provisions of this chapter. Upon showing full compliance with this chapter, the City Council shall approve the application.
