An air emission which exceeds or violates any enforceable and applicable federal or Ohio air emission standard or limitation, or any other enforceable and applicable federal or Ohio standard or requirement pertaining to air pollution abatement or control, including but not limited to the limitation, standards, or requirements established under the Federal Clean Air Act as amended, R.C. Chapter 3704 as amended, and regulations adopted and promulgated thereunder, is hereby prohibited.
