All amusement machines and all premises in which the machines are maintained or exhibited shall be open to inspection by police at all times. If any amusement machine is used as a gambling device or is otherwise operated contrary to the provisions of the laws of the State of Ohio or of the ordinances of the city, such a machine may, upon proof, be seized and destroyed as in the case of a gaming device.
