§ 25-2 MEMBERSHIP; COMPENSATION; TERM OF OFFICE; REMOVAL; VACANCIES.
   (A)   The Commission shall consist of seven members, who shall be appointed by the Mayor and confirmed by the Council. The Commission shall elect a Chairperson from one of the appointed members and create and fill other offices as it may determine. All members shall serve without compensation. A quorum shall consist of the Chairperson and three voting members or four voting members. The term of the Chairperson and each member shall be five years.
   (B)   Members may, after a public hearing, be removed by the Council for inefficiency, neglect of duty or malfeasance in office. The Council shall file a written statement of reasons for the removal. Vacancies occurring otherwise than through the expiration of term shall be filled for the unexpired term by the Mayor and confirmed by the Council.
