(A) Proceedings of the Town Council shall be conducted in accordance with the volume known as Robert's Rules of Order, the most recent edition, and the rules are hereby adopted as the official rules of order for Town Council meetings.
(B) Notwithstanding the provisions of the above-cited volume, the proceedings of Town Council meetings shall conform to all provisions of the Municipal Charter and the specific provisions set forth as follows.
(1) The Mayor, or in his or her absence, the Acting Mayor, shall immediately call the Council to order. In the absence of the Mayor or Acting Mayor, the Town Manager or his or her assistant shall call the Council to order, whereupon a temporary Chairperson shall be elected by the members of the Council present. Upon the arrival of the Mayor or Acting Mayor, the temporary Chairperson shall immediately relinquish the chair upon the conclusion of the business immediately before the Council.
(2) Before proceeding with the business of the Council, the Town Manager or his or her assistant shall call the roll of the members, and the names of those present shall be entered in the minutes.
(3) At all meetings of the Town Council, the Mayor and two Council members shall constitute a quorum, or in the absence of the Mayor, three Council members present and voting shall constitute a quorum for the transaction of business, and three affirmative votes shall be necessary for the passage of an ordinance, law, resolution or measure of any description at all times. Upon every vote, the yeas and nays shall be called and recorded.
