A person, user, or industry who violates this article or a permit condition, or who discharges wastewater which causes pollution, or who violates any cease-and-desist order, prohibition, effluent limitation, national standard of performance, pretreatment, or toxicity standard is liable for a sum not to exceed $500 for each day in which the violation occurs, or imprisonment for not more than 90 days, or both.
