§ 164-12 CONNECTION INSTALLATIONS; STANDARDS FOR WATER SERVICE PIPES.
   (A)   The connections, water and/or sewer, from the main(s) line to the building shall be installed at the expense of the owner of the property. For this installation, the owner or applicant shall employ a registered plumber to do the work, shall obtain all necessary permits, and shall abide by all applicable laws and regulations pertaining to an installation. The materials and method of construction shall be approved by the town, and if the connection has not been installed in accordance with the town’s requirements, water will not be turned on nor sewer service furnished until the defects have been remedied. The connection between the curb and the building and all piping and fixtures on or in the building of the owner or applicant shall be maintained by him or her and the work performed by a registered plumber in a manner satisfactory to the town.
   (B)   All water service pipes to the building shall have a minimum cover of three and a half feet. All water service pipes to the building shall have a minimum cover of three and a half feet for any open excavation or fault and/or shall conform with the county Plumbing Code.
   (C)   Every water service pipe must be equipped with a curb stop on the inside of the curb line that is easily accessible by the town and fully protected from freezing. If one does not exist, the property owner shall have one installed by a qualified plumber.
   (D)   Every sewer service pipe must have a sewer cleanout with a protective lid on the inside of the curb line, accessible for inspection. This cleanout will be maintained by the property owner and reinstalled if it has been damaged, buried, or removed. The town will not provide maintenance on sewer lines that do not have an accessible cleanout near the curb of the street. From the access point of the sewer cleanout near the curb, the Utilities Manager will determine, using a video inspection camera or other available information, whether the sewer line under the street is serviceable or needs replacement or repair by the town.
   (E)   Water laterals will only be replaced when they cannot meet the minimum flow requirements of 10 gpm at 20 psi at the curb, or when they are deteriorated and cannot be repaired.
