(A) Billing will be rendered quarterly and is payable within 30 days after that date. All bills unpaid after 30 days shall be subject to a penalty of 1% per month or portion thereof of the total bill for each and every month.
(B) Property owners will receive the bill and be responsible for payment of charges for all services provided by the town utilities.
