§ 148-4 PLAT PREPARATION AND RECORDING.
   (A)   Preparation and recording required. From and after the effective date of this chapter, any owner, agent, or proprietor of any tract of land located within the territory to which these regulations shall apply who subdivides the land into lots, blocks, streets, alleys, public ways, or public grounds shall cause a plat of the subdivision to be made in accordance with the regulations set forth herein and the laws of the state and shall cause a copy of the plat to be recorded in the office of the Clerk of the Circuit Court.
   (B)   Planning Commission approval required. No subdivision plat shall be recorded by the Clerk of the Circuit Court unless and until it shall have been submitted to and approved by the Planning Commission as provided herein. The Planning Commission shall not approve the plat unless and until the plat satisfactorily complies with the requirements of these regulations.
   (C)   Transfer of land; issuance of building permits. No parcel of land in a subdivision created after the effective date of this chapter shall be transferred, sold, or offered for sale, nor shall a building permit be issued for any structure thereon until a plat of the subdivision shall have been recorded with the Clerk of the Circuit Court in accordance with these regulations and the laws of the state. Any person who violates this provision shall be subject to the penalties contained herein.
   (D)   Requirements for preparation. In the preparation of a subdivision plat, the subdivider shall comply with the general principles of design and minimum requirements for the layout of subdivisions as set forth in § 148-6 of this chapter and with the rules and regulations concerning required improvements as set forth in § 148-8 of this chapter and in the standards and specifications for improvements as adopted by the Mayor and Council, and in every case, the preparation of the plat shall be in accordance with the procedures of § 148-5 of this chapter.
