The town shall issue a permit hereunder when it finds that:
(A) The work shall be done according to the standard specifications of the State Highway and town, as may be established from time to time by the town for street and utility work; will cause no damage to or destruction of any existing town infrastructure, water or sewer lines or the utility infrastructure of telephone, electricity or existing fiber infrastructure;
(B) The operation will not unreasonably interfere with vehicular and pedestrian traffic, the demand and necessity for parking spaces, and the means of egress to and from the property affected and adjacent properties;
(C) The health, welfare, and safety of the public will not be unreasonably impaired; and
(D) The fees, bonding amount and plans for the proposed project have been received and approved by the town.
