The Department shall consist of officers and other personnel as may be authorized by the Town Council. Personnel shall not exceed in number or grade those authorized by resolution of the Town Council. Personnel of the Department shall be appointed by the Mayor with the approval and consent of the Town Council and shall receive the compensation provided in the approved town budget for their respective offices, grades or positions.
