The provisions of this chapter are adopted for the purposes of prohibiting the throwing or depositing of litter in public places in the town, regulating the distribution of commercial and noncommercial handbills, controlling the depositing of litter on private premises, providing a lien for town clearance, and prescribing penalties for the violation of its provisions.
