The purpose of this chapter shall be to safeguard the heritage of the municipal corporation by preserving sites, structures, or districts therein which reflect elements of cultural, social, economic, political, archeological, or architectural history; to stabilize and improve property values of the sites, structures, or districts; to foster civic beauty; to strengthen the local economy: and to promote preservation and appreciation of Historic Districts, the sites, structures, and districts, for the education and welfare of the residents of the county or of the municipal corporation.
