(A) The town shall adopt standards for the protection of trees from construction activity that are at least as effective as the standards provided in the Department of Natural Resources Forest Conservation Manual.
(B) Before cutting, clearing, grading, or construction begins on a site for which a forest conservation plan is required by this section, the applicant shall demonstrate to the Department that protective devices have been established.
